By exploiting their fears of outsiders combined with a massive propaganda campaign and a secret police comprised entirely of clefairy and clefable he controlled them. The clefairy had brought back a piece of seymours propaganda. It was a 8x10 poster of seymours face captioned with "Obey big seymour: Follow the principles of moonsoc". The clefairy wrote "We attack now! Bring bad man down!" Sammy said to the clefairy "No, there's not enough of us we need to recruit more people and pick up supplys. I'm going to plead our case to pokemon rights groups. I'll start with clan caterpie." Just then sammy noticed ricola (who he had let out for some excersize) was smoking felixes oddishes leafs while breathing its weed smoke fumes onto the oddish.
